Canadian Medicare guarantees universal coverage for 'medically necessary' services delivered in hospitals or by doctors. There is far more variability about coverage for services delivered in the community by non-physician providers. As discussion about the sustainability of Medicare heightens, most observers have called for updating the determination of what should be paid for from public funds.

To clarify the debate, M-THAC and its partners conducted a mailed survey of the policy elites of such key stakeholder groups as physicians, nurses, hospital/health authorities, home care providers, pharmacists, and business.

The 12-page survey, constructed in consultation with our partners and available in both French and English, included items about overall sustainability issues, and a detailed question asking about coverage for a list of 49 potential services. It was distributed in 2002.

This project demonstrated the great potential of M-THAC's partnership between researchers and community partners. It was funded by the M-THAC Research Unit, and included in-kind contributions from our partners. Results from this study were cited in a CIHI Report. (Canadian Institute for Health Information (2005): Exploring the 70/30 split: How Canada's health care system is financed. CIHI, Ottawa, Ontario.) Elements of this project formed the PhD thesis of M-THAC Researcher, Brenda Gamble.
