Patricia Baranek, Ph.D.
Patricia M. Baranek is an independent health services policy and research consultant in Toronto, Ontario. She holds a status appointment in the Department of Health Policy, Management and Evaluation and is affiliated with the Home and Community Care Evaluation Research Centre, both at the University of Toronto.
Dr. Baranek has a Ph.D. in Health Administration and an M.A. in Criminology from the University of Toronto. Her background includes research, planning, evaluation, and administration in both the academic and government sectors. Within the Ontario government, she held a number of management positions in diverse policy areas, including health (human resource planning and underserviced areas), citizenship (seniors, disability, multicultural, and women's issues), and intergovernmental affairs (federal-provincial relations in health/social, education/training, and criminal justice policies). Her doctoral research was on the public-private mix and shifts in long-term care (LTC) in Ontario from 1985 - 1996, and the role and impact of ideas, institutions and interests in LTC policy reform.
Her health research and policy experience includes: the public-private mix in health care (financing, delivery, and allocation mechanisms); LTC (residential, home and community care: policy design issues, outcomes assessment, planning); mental health services (integration, service assessment, planning); federal-provincial fiscal arrangements; health human resource planning; health performance management. Dr. Baranek was a member of the M-THAC Research Opportunities Committee.
