Earl Berger, Ph.D.
Earl is a management consultant and Managing Director of The Berger Population Health Monitor, Canada's national syndicated survey in the health care sector. The Monitor operated between 1988 and 2005, first as the Canada Health Monitor and then as the Berger Monitor, and possesses one of the largest syndicated survey databases in the health sector in the country.

Earl is also Associate Director, Policy, Hay Health Care Consulting Group. Earl's consulting assignments over the past few years have included: physician scope of practice, health care reform, women's health issues and a tobacco strategy for Northeastern Ontario. In the past he has advised on mental health services, hospital and institutional reorganization, the National Strategy on HIV Infection and AIDS, the reform of Ontario Public Hospitals Act, chronic care reform in Ontario and was Principal Investigator for the Ontario Drug Programs Reform Secretariat.
Earl has a B.A.(Hon) from the University of Toronto, obtained his Ph.D.(Econ.) from the London School of Economics and is a member of the Institute of Management Consultants of Ontario. He was a member of the Department of Economics, University of Ghana and the Editorial Board of The Globe and Mail.
Earl has written on health issues for the Hospital Quarterly, IMS' PharmaFocus series and other publications, and is a frequent speaker on health and social issues. He was a member of the founding board of the Design Exchange, Toronto and the Walrus Magazine and Foundation. Currently, he is a member of the joint West Park-Bridgepoint Research Ethics Committee, and on the Board of Directors of the Bernard Betel Centre.
