Project: 1-3: Ethno-Racial Differences in
the Balance of Care.

Synopsis of Project: Within the broad objectives of Theme 1, Project 1-3 examines the impact of race and ethnicity on the balance of care (BoC). The main objectives of this research project are to: a) analyze different community care options for individuals from established or emergent communities which have varying capacities to support their members; b) examine the degree to which intensive case management compensates for emergent communities with weak social capital by mediating diversity issues in providing community care; and c) collaborate with other Projects in building an evidence base around the costs and outcomes of community support services as substitutes for more expensive publicly-insured hospital and doctor services with particular attention to complex issues around culture and language. We hypothesize that the degree to which ethno-racial communities are established or emergent will affect the home and community BoC costs and outcomes within an integrated continuum of health and social care.

- Completed LHIN IHSP diversity issues scan.
- Mapped established and emergent minority populations, as well as seniors’ concentrations in the Toronto Central LHIN on the basis of Census 2001 data.
- Identified community service providers and allied health institutions with diversity-oriented focus within the boundaries of Toronto Central LHIN.
- Mapped the distribution of diversity-oriented service providers in Toronto Central LHIN.
- Completed focus groups.
